Google Apps Script is useful for building simple and complicated solutions on top of the various editions of   Google Apps ; Business , Education and Government . You can still write GAS code with your gmail account from your drive  even if you don't have an Apps account. Writing Google Apps Script is very easy, if you know how to write javascript, it gets easy for you.

GODI stands for  Ghana Open Data Initiative. It is a portal populated with raw data ranging from Census data, Election data, Health data, Education data, Agricultural data, Telco Quality of Service data, Procurement data, Budget data and many more.  GODI was launched today  at the Accra International Conference Centrer during the 2nd General Meeting of  the Information Technology Association of Ghana (ITAG) with the Ministry of Communications and the National Information Technology Agency (NITA).

The Information Technology  Association  of  Ghana  ( ITAG ),  in partnership with the Ministry of Communications, National Information Technology Agency,  Ghana  Open Data Initiative,  KPMG  Ghana  and IPMC will  hold  its  2nd   General   Meeting  on 20 December, 2012 at the Accra International Conference Center from  8:00am .

I can't say technology is playing a bigger role than it did 4 years ago. It is however playing some kind of role, from the Electoral Commission, to the candidates who have included social media in their campaigns.
